get it to your shoulders with side bangs since it seems like you have a round face and if you want layers make sure they start at the chin.

I would definatly leave some hair around the neckline, it will give the illusion of enlongating your face, something maybe coming back off the face. I would not recommend something really short as it will enhance the strong jaw. The hair on the neck will soften the jaw lines.

You should look in the stylist books. Cut your hair shoulder length or breast lenght if your hair is long enough. I prefer long hair. Your professional should advice you.
